Job Description
Job Purpose:
Enthuse, lead, support and manage the Development & Participation function of Welsh Cycling. Taking responsibility for using insight and evidence to inform the development and implementation of initiatives and programmes that meet the needs of the strategic plan and priorities. The primary responsibility will be to increase the number of young people involved in cycling across a number of disciplines and retain in structured activity.
The Director of Development & Participation must ensure effective, impactful and outcome driven relationships and partnerships are formed to ensure sustainability and support key outcomes including but not exclusive to;
Increase children and young people’s participation in cycling activity
Increasing the number of women and girls accessing our sport
Increase young people’s and women and girls participation in events
Develop and increase a network of clubs that offer positive environments to attract and retain members
KEY PRIORITIES AND DELIVERABLES
1. Using evidence and insight to develop a strategic and subsequently an annual operational plan for the development and participation areas of Welsh Cycling (2024-28) this will outline our priority areas and tactics for growth and retention. Ensuring we focus on using recent school sport data and other research to underpin decision making
2. Motivate, develop and performance manage the Development and Participation team through meetings, work programmes with clarity and expectations and with regular challenge, feedback and support
3. Work with the team to develop and establish opportunities that results in a network of sustainable, progressive, inclusive and safe clubs to attract and retain members with a focus on youth, junior, women and girls
4. Use evidence to identify opportunities, develop new initiatives/programmes and oversee the implementation to support development growth and diversify our current offer
5. Increase participation in targeted disciplines such as BMX and Off Road through the development of programmes and initiatives and ensure accessible pathways are in place working with the Director of Performance
6. Work with the Events team to deliver a quality events programme to develop and retain growth in these areas
7. Ensure a recognised voice for cyclists across a number of strategic disciplines through regional forums, working groups, young ambassadors and Youth Council
8. Ensure effective, planned and collaborative partnerships at local, regional and national level that support delivery and our strategic priorities
9. Work in conjunction with the Director of Performance & Talent Development, Director of Facilities & Events and Director of Corporate Services to ensure effective collaboration between departments to agree and achieve group work objectives
10. Develop and ensure effective partnerships and relationships with;
a. British Cycling and Scottish Cycling, attending necessary working groups as directed
b. Sport Wales and oversee the annual partnership form
c. Key national and local partners e.g. Welsh Government, Local Authorities, Leisure Trusts, Cycling UK, Transport for Wales, Street Games, URDD, Sustrans and others.
d. Regional sports partnerships
e. Commissions and working groups
11. Harness success on an international stage to grow the sport developing athletes as role models and ambassadors where possible working with our Performance Team
12. Working with the communications team, provide appropriate and relevant content and agree an annual plan for marketing and communications of development work
13. Strategic responsibility for safeguarding across Welsh Cycling working to achieve the standards required by Sport Wales and with British Cycling
14. Support the Equality Diversity and Inclusion lead to ensure effective implementation of the EDI strategy and that EDI is considered fully at every opportunity
15. Work with other sports to share best practise and investigate collaboration opportunities with NGBs
16. Work closely with the CEO, Board, Commissions and partnerships on all development aspects of strategy and operational programmes that follow, attending Board meetings as required
17. Budget responsibility for the Development and Participation function, working closely with the Finance Manager to ensure strong budget planning and management
18. Provide timely monthly, six monthly and annual monitoring & evaluation reports to an agreed format for the Senior Leadership Team and the Board and take responsibility of the Sport Wales Partnership form
19. Ensure a robust recording mechanism including evaluation of all Development activity is in place
20. Undertake an agreed program of professional development in order to keep practices current and personal development
21. Key member of the Senior Leadership Team and therefore required to contribute to the strategic discussions across all areas of the business.
22. Any other areas of responsibility (to be agreed with the CEO)
